You never 'need' a monster truck in this game.
The only place I found a Monster Truck was at Mike Toreno's house after I did his racing mission, I just put it in a garage.

of course you need a monster truck, they're cool, beat the 8-track mission at Los santos stadium, you will unlock one then.

There is usually a Monster Truck not to far from the Flint Intersection, I think it's on the southern side.

There are many of them. Just use the one in Grove Street...

When you finish the mission at the Stadium in Los Santos, a Mnster Truck spawns there.
