Of course Kanto is in these games, do you know how much of an outcry there would be if they didn't!? You either didn't keep up with the news when these games' details were bein' covered or you're just bein' sarcastic. I hope it's the latter lol.

ok thank you sorry I just forgot how to get it, and it wasn't in the guide at all. I couldn't imagine playing the game without fighting Red. :(
