As for art, we have a couple; Graphics and Artwork and Graphics and Artwork - Requests Forum.
The latter is used mainly for people to request signatures or avatars for use on forums. However, if you're wishing for a much more generalised discussion on art; you could use this link and click on the blue "Start new topic" button towards the top of the page (above all the threads.)
