There are no VGA to HDMI cables in existence - VGA is an analog signal and HDMI is a digital signal. You would need some type of converter, which a simple search on Google could help you find. Something like SYBA's "VGA to HDMI Converter" could work.
I'm not entirely sure what you mean by this. If you mean use your computer's internet on your phone by plugging it in, then no. I don't think there's a way you can do that - Not to my knowledge at least. If you mean use your phone's internet on your computer, there is sort of a way to do it, if you have the right kind of phone and data/internet plan. You'd need to set up a 'hotspot,' which is basically turning your phone into a wireless router, so other devices can connect to the internet through it. Your phone just needs to have the ability to do it, and your computer just needs to have the ability to use wireless internet.
Like Seth said, Chromecast allows you to do that. But it limits what you can actually do - Just watch movies and browse photos - To my understanding. It doesn't let you view everything your phone's screen shows on a television. I don't think there's a way you can do that.
As for hooking a phone into a blu-ray player, I'm sure there are no cable connections to do that. But there are ways to wirelessly connect them, but again, both devices have to support it. If you have any newer smartphone, you should be good. Blu-ray players are a different story - Not nearly as common for them to be able to connect to home networks. But if you have the right one, you can set it up to watch movies on your television - movies that are stored on your phone. That's another thing you'd have to Google.
