^nintendo_dude was my old account.
I'm not sure about now, but it was certainly at least recently that if you combined the points total of both the nintendo_dude and Volke accounts, I'd be #1. Not sure if I would be any more, but unlike anyone who could have overtaken me I don't think I ever spammed needless answers to resolved questions etc. to boost stats, at least I don't remember doing so. I still submit on occasion, perhaps not for some months now but I've been writing a walkthrough.
I was also Admin on two occasions, and have been a registered member for over ten years now.
So yeah, I figure I'm in with a shout. Really though there are 15-20 members at least who should be there.
But if we're nominating, then my vote goes to Xeta.

Why do so many people have multiple accounts? Why exactly would Xeta be in the Hall of Fame? He decided he didn't like SuperCheats and made his own site.

Xeta doesn't have his own site. What are you talking about? He gets my vote for providing eight solid years of good and consistent humour.
