you have to beat falkner, the violet city gym leader, then go to the violet city pokemon centre, and talk to the proffessor stadning just to the right of the counter...

I think to get the TOGEPI egg, you must beat FALKNER in the gym, then Proffeser Elm calls, you go to the PKMON center, and there is an aid from elm's office.Talk to him, but before that, clear one PKMON from your party if you have 6 poke's already.Say yes, and you get a secret egg!Take it to proffeser Elm.BYE!
