In san fierro, there's a military base. Run around the outside of the base until you see it. Most of the time its there.

You can get it in one of the airbase missions too.And for some reason they pop up a lot in firefighter missions

Yeah they do all the time and there's also one you don't have to fight through a millitary base for. At the hospital car park near the Las Venturas airport
