i found it really hard to catch lugia in silver version.

For Lugia just use your Master Ball. The legendary dogs can be a pain in the @$$ but they apparently aren't as hard to get as Latios and Latias. But if you have Sleep Powder or Hypnosis none of them should be too much trouble.

I heard they were harder to get. I've never caught Latios or Latias. Never got that far into any Hoenn game.

ok 2 things:1.whiplash huh?what ziggy you get before the starter and 2.the hardest for me was the groudon on ruby 3 restarts untimed and the last time took me 7 and a half hours it was 9:01 am in the morning i went to bed at 9:00 pm

Latios and Latias. They're the same level as the legendary dogs PLUS they can soar over water.

yeah it kinda hard finding them but easy to catch with a wobufet lv.35 with mirror coat.
