There is a that says cheat that says if u beat the elite 4 twelve times you will be able to fight mew in the cave where u fought mewtwo. does this cheat work.

No. Mewtwo appears in Cerulean Cave after you defeat the Elite Four once, and only once. Mew, on the other hand, can only be obtained by importion from a cheating device or a Nintendo-sponsored event.
