oh he does just takes time and you have to beat him every time you battle him Dana Lass- thunder stone Tullie Fisher-Water stone then theres that girl with the bullbasaur by the day care center she gives you leaf stone and i found out another way your mom buys them for you sometimes

you can also go to cerulean city and go to the grandpa of bill and he will ask you to show some pokemon and you wil get a stone everstone leafstone waterstone firestone and thunderstone i'm not shure if he wil give you a sunstone so catch many pokemon
