once you enter sotopolis city for the first time you will see this whole scene between kyorge and groudon go into the cave of origen you will find wallace he will ask you where rayquaza is tell him sky pillar then go to it you will find wallace talk to him he will leave go up to rayquaza(all the way at the top) hit A he will fly away go back to sootopolis you will see rayquaza braking up the fight between kyorge and groudon then steven or wallace will give you waterfall then challange juan

Head south from Sootopolis and then go west... If u get to Pacifidlog city you have went to far... It is at the north of route 131... Hope that wasn't too confusing...
