I just started a new char, and I can't steal the book from the other person trying to get in. Why?

You only have 3 opritunity's to get the book.Make sure you get all the info from the begger that is right beside where you first get the quest. He usually has the info you need to get the book. You may have just overlooked something.

I think it was just a major glitch. The only way I got it was K.O-ing her. (I guess this topic's closed now.)

If you didn't, you could have went back to "Gray Fox" and he gives you another quest.

He is the thief that all beggar look up to. Beggars are his eyes and ears. The "Gray Fox" is the person you find behind the wall at the Waterfront District. Well, I think that is the "Gray Fox" because he said "you were looking for me?"
Although now that I think on it, that guy says "Another recruit for the Gray Fox." which takes the possibility down.

The Grey Fox is the head of the Theives Guild. You do not see him until you are farely up in the Guild's rank's.
