Definitely a lavitar on Island 7, then evolve it.

About the card key-
In Silph Co., 5th floor, at the opposite end as the stairs(south side), go around the desk area completely until you're at the bottom, it's right in the middle of the floor.

Islands 1-9: You can 1st access the islands after beating Cinnabar Island's Gym-someone will show up to take you there, but you go back after beating the Elite Four. Basically, it's the game beyond the game, after you think you've beaten it, there's more to go. The stuff for trading with R/S is there, you have to do some stuff first to make the machine work, though. The first 3 islands you'll have access to,then the next few, after some stuff, then it gets more complicated-tickets from nintendo events and stuff to get to the last 2!

You need a cheating device OR Aurora Ticket, which, as of yet, you cannot get-so that leaves cheating. It's the 9th Island he is on, and I don't know codes but(they're on this site somewhere)you need to solve the puzzle to battle him, then you got him. There are step by step directions for the puzzle in one or two of the walkthroughs in FR I think,(or go to pokemon.com and click the catching deoxys thing-it's really step by step, exactly as Nintendo intended)
However, I'm not sure if you will be able to control him, I've seen complaints that he's not obeying people who have cheated to get him. Why I'm not sure, but just a warning...
BTW-if you have FR you get the Attack Deoxys, in LG you get the Defense Deoxys, as far as I know.
