The votes are given only to the characters who have been nominated as hero, villain or original character. I don't care if Sheeva started as a hotdog salesman. well, i understand that, but i was just wondering since ryu and ragnarok are the same... like would you count lowthos and chaos as the same person?

It depends which story you are nominating them for. In Call of Destiny, for example, they are considered the same character. In The Millenium Door and Legacy of Chaos, they are diferent characters. Get it?
