Well first you need a decent program like Gimp, or Photoshop...

GIMP is the best free alternative to Photoshop right now. It's a bit complicated for new users but over the course of a few weeks or so you'll get the hang of it.

GIMP is just as good as Photoshop, anyway. The only reason most prefer Photoshop is because it has a few more filters and a large userbase.

Plus, making animations in PS gives you a better quality than if it were made on gimp.
