Effort Values.
I used them on my Camerupt and got it 8 points past it's average Hp at level 100!
Average Camerupt: Hp 298
My Camerupt: Hp 306.
Note that this is the average after you use Hp Up's.
Pokemon Sapphire.

Okay, and your question was if there were any Pokemon EV's don't work for... I'd say that they work on every Pokemon, really. I don't recall a Pokemon not being affected by a stat increaser. Except, there are some Pokemon, I think, that have such high stats in one category that you can't use anything to increase that stat... I think Blissey cannot have any HP Ups used on it, but I'll have to go back to that...

Okay, it's fine. I'm not suchh an expert on Pokemon ruby/sapphire so you should ask Cross Stinger or Bleepman. I think they know a lot about this.
