is there certian pokemon that cannot enter wifi? ie darkrai and arcues etc

Yes there is, those event Pokemon cannot enter Wi-Fi but can be used in-game.

Only Arceus, Shaymin, and Darkrai and not allowed. Also any Pokemon with cheated stats is not allowed.

mmmm it wont let me teamwith mew groudon or kyroger in, but it has cressial too in it i cant think which one has cheated stats

Wouldn't be an event Pokemon, but try removing Mew, then Cresselia.
