Dear Team SuperCHeats,
How about a ranking system for the forums? I know what your thinking, "spam". Just hear me out. I was hanging out on the AS mb and I came across this:

As you can see, it does not solely rest upon number of posts. Since SC is a gaming site that has it's members submit cheats, you could make subs a prerequisite to ranking up. Of course you would change the rank names and requirements, but you could use this as a blueprint to build a rank chart for SC.
If you still believe that spamming will be a problem, you could add a send spam button next to the send bad post button. Or recruit members to be spam moderators, whose job is to seek and destroy spam.
Another way to deter spam would be to ban spammers. Not permanently of course, but maybe ban by infraction. Kind of like; 1st infraction - 2 day ban, 2nd infraction - 1 week ban, 3rd infraction - 1 month ban, and so on and so forth. You could, in theory, apply this same kind of punishment to other aspects, such as swearing and flameing.
I believe I've covered the angles and delivered a solid suggestion. So I close with one thing left for you to ponder:
"If SC forums were a game, wouldn't it be nice to level up?"
Scrotal Safety Tip #3: Purchasing a swimsuit with built-in underpants will greatly cut down on excess scrotal-stress during a spirited game of volleyball and the like.
