I'm pretty sure he's a gimper, so I'm guessing the Paths tool, and if PS, pen tooling. Good job, 8/10.

To me it looks like a c4d, simple bg wit a fractal render, some outlines, and a render. Not your best. Plus it doesn't look good in general. And the copy on the right kills it, IMO.
