Then you should have included that in either the title or first post. Because otherwise they don't seem to match.
But, when you exit Veilstone City, heading South, you will see a set of stairs. Go up the stairs, and there is a cave entrance. The Ruin Maniac is in that cave.

Give the guy a a break I thought that the topic was either on a Hippospotas moveset and needed to be moved or it was on a ruin maniac give him a break mum.
