ok you can't people can't just say i want to be a mod and become a mod there is no space for a mod if there was i would have been one so forget it

TPC, you could have told him how to get the spot. Many Mods are dropping out nowadays, so he stands a chance.
Anyway, you have to follow orderly conduct by:
1. Not spamming
2. Staying on topic with all threads
3. Not flaming
4. Helping others out
5. Posting frequently
6. Helping the site as a whole
