Have 30 posts in th forum you want to mod (Don't spam for it though >_>)
And be a member for a month. You have to wait until September 25 before you can apply.

Well, the question was pretty much answered...
1. Follow the rules, be a good member.
2. Be a member for at least one month.
3. Make 30 posts in forum that you wanna mod in.
4. In the top right, underneath the current mods for that forum, if it says "Apply to be a moderator for this forum", click that and... Well, good luck on that!

You become a moderator by reading the pinned topics in the newbie forums when you first join, like you're supposed to.
