Do you have the Ruby and Sapphire plater in Fire Red? Do you have the National Dex in Emerald? If you do then you should be able to trade.

we both have national pokedex but it still wont let us trade it says we are too far away.

You need to get the Ruby and the Sapphire so Celio can fix the Network Machine. Then you will be able to trade with R/S/E and PC

in order to trade u need to have the ruby and sapphire on fire red/ leaf green and be in the hall of fame on emerald in order to trade and battle
