I cheat but don't save it when I cheat. I beat the game with only using the health cheat a couple times. And I've only found a couple tags, horshoes, and oisters. I'm not too sure about how many photos I have.

I remember that mission. It's fairly close to the first one. You only needed to spray 3 tags to go on to the next mission...
Have you gone back to the coldusak-the hood? If there are no missions there then go to Big Smoke's house (which is up the street West from the hood) and see if he has missions. Otherwise I do not know.

And if you cheat then for the PS2 as far as I know then you can't open your garages very easy and sometimes your cars are missing

It really depends on what kind of cheats you use. The health cheat usually doesn't do anything.

on my ps2 version my garages wont open and 2 of my save points disappeared because of cheating, i haven't cheated on my xbox version yet though
