Usually a spot opens up when there are less than four mods ... It is done automatically ... Some boards however are available, but these are in the unpopular forums usually.

It could remain there for quite some time. Jirachi X's Moderator position in Pok�mon Team Ratings was there for months after he became Super Moderator. Maybe Richard will leave your name there to prevent a bunch of idiots sending in a horde of useless applications, and instead choose who he sees fit.
