As I remember in Ru/Sa he was in the bast most part of Meteor Falls. Very rare to get, though.

go to the far back to the spot where you find some kind of tm on a little spot of ground right after you surf.

You find him in the part where you have to go up the waterfall and to the place where you find TM 02 Dragon Claw.Run really fast all around that little patch of land and you'll find him within 5 minutes
