It's been made clear by Sakurai that no anime characters would appear in Brawl, thus completely ruling out anyone from Naruto. So, I think you know that I'm gonna say no.

If they add the Cell Shaded Y.Link in there, then why not the Cell Shaded Naruto characters? Huh? Somebody tell me why? They are Cell Shaded in most of what games I know of.
