Did you put in the right (m) code? Did you put in the right codes? Or did you turn on different codes that went with a different (m) code? Just try this:
If you have another (m) code change it to this.
wild pokemon modifier-
(m) must be on-

Now if you did it right, when you go into a wild pokemon battle, it'll be Jirachi: Psychic/Steel
Very hard to catch even if it's at lv2.
