Get up you Mobile Phone, (Up, twice) and dial 911. Ask for the police, and watch the action... Or at least he patrols the area...
Even if you want a cop car, call him, snipe him, mug him, immitate him.
I r a police oficar. Then you can even call for back-up. Shweet. Sound the siren for other road users to get out of your way.
(Work for fire brigade an ambulance too, 1 is Cops, 2 is Ambulance, 3 is fire brigade).
If you haven't done 'Roman's Sorrow' Use the fire brigade on that one.

the carmen health boost is crap as well you only get like 5% health wwen u use it no help in a gunfight or fist fight

I think the amout you get is random.
I've been healed fully before, but have also recieved very little.

try this, dial 911, and dial the police, as oon as you put the phone down, you will hear sirens, punch a taxi or someones car, when they hit you, the police will arrest them, they will say to the guy who they arrested, 'oh what do we have here, fake credits cards, your going downtown', its pretty funny
