You need to defeat it in Mystifying Forest 10F. You must have either the Secret Slab or the Mystery Part in your Treasure Bag in order for it to appear.

Don't use the item, however. It's basically like the Music Box needed for Mew in Rescue Team. I'm not exactly sure how to get it, though, unless you find a mission with that as the reward.
