You can trade with Fire red/leaf green.
and it would be extremely rare to get a mudkip by breeding it with another water pokemon unless the swampert was a girl.

Well, you can try game shark, or just get a water type and hope he comes out , or just trade from fire red or leaf green, or emerald.

Well or breed with a Ditto. =P It doesn't matter if he's a boy or a girl...wait does it? o.o Anyway, you could get another Swampert to breed with or try finding a female Mudkip, Marshtomp, or Swampert.

You can breed it with either ditto or another water type. I'm not sure which water types out there breed with swamp, but I think there are a few.
