Dig: Talk to Digger Maniac's brother (or whatever the name is). His house locates near the city covered in volcanic ash (forgot the name).

nhahtdh is right about Flash and dig but I will tell you dig in a more detailed way. Go to Fallarbor Town and go way to the left until you see the sign next to the house. Go inside the house and before you think of going behind the house talk to the ninja boy. He will give you dig. Now if you want to catch ditto you must have beaten the elite four and go behind the house past the fosil maniac and in the cave.

I'm not sure about dig but Flash is in Dewford Cave. At the part where you first walk in.
