I think they can but you get new neihbours from other towns aswell.

they can't. u can have your mates neibours move into your town but they soon leave.

they can come back, you just have to go through every other charecter in your town first.

They can return in special circunstances for example once rodeo was my neighbour and he moved to my friend town and after a while he returned to my town and then he left, leaving me wiht 2 bye-bye letters!!!!!!

they can return, my friend got Alice twice (sll because of me though!)
