i know u can cus i saw Gohan in a different curlured costume.(on tv ad/trailer).

well on budokai games on psp you have to press O when selecting a character (as i can remember) but on shin budokai you cant how ever when selecing a powered up person e.g. ss3 goku hold L or R (i cant remember) then select the character and u start off powered up unless you already knew that
