Cao Cao wasn't really portayed as that arrogant... Sima Yi was, Cao Pi was, but not Cao Cao so much. And I sincerely doubt that second statement. 'sides, evil's a very strong word, and also depends largely upon your point of view.

To chinese historians they said cao cao was "Gaan"(In chinese) which meant evil and arrogant...E.C.T. Even though he said he thought for the Han he only thought for power and strength.

It's true that Cao Cao is one of the most infamous characters in Chinese history, but evil? I wouldn't go so far... besides, are we talking about the historical Cao Cao here? No. We're talking about Dynasty Warriors Cao Cao, and he's not really that arrogant.
