go near tarabia garden, head north, and search all the little islands by landing and pressing TRIANGLE. I advise Enc-None unless you are at least Lv 90.

yes it is one of the islands in the sea of the main continent that trabia garden is on but if you go to esthar city then face east and go straight to the coast then search along there you will probaly find it quicker. (when you do find it watch out for marlboros.)
