He is called "seeq adventurer" or "wondering seeq" i think but afer the rains have started for the first time if you talk to him his name changes to "Weather Eye" and he will tell you how long till the rains. It changes according to time it is not random as some people have said, it is the dry for 2 hours then the rains for 1 hour (in game time). Hope that makes sense
