They just sit in the sae place, like a normal hidden package, with a red like, light around it.
They sit there and peck. They can be under deckings, on walls, in the middle of the motorway.

They are called flying rats, and yes, those are the hidden packages, unless rockstar have placed every hidden package ontop of buildings so you probably wont get to it.
its rather annoying too, cause theres 200 of them, and i've only got 2 :(
