Where is the naval base?? and also is there any vehicle besides the towtruck and the tractor that can transport vehicles? like a helicopter or plane?

the naval base is next to the Easter Basin docks in san fierro and i don't think there are any other transport vehicles for cars, that truck with the ramp on the back might work, but I am not sure.
