Probably Big Smoke on San Andreas. I don't think San Andreas has the best characters out of all the games, just the best gameplay and story.

its simple, he doesnt. one of his assistants probably rigged the drivers seat with a fake steering wheel and fake pedals. and the passanger seat will have the pedals and everything to do the driving
