You need to go talk to the head of C-Sec and ask him about it. You'll get the opritunity to interrogate someone who hired Thane's son, at which point you'll be warped to the location of the loyalty mission. Be warned, if the ambassator dies, for whatever reason, Thane will remain unloyal.
