Trust me, slayer was stuck with the same problem, but apparently instead he was given a stock Corvette Z06 (BTW, Corvette is Police Interceptor). I don't think he'll be able to help you.

I have realised many people have been e-mailing this alot.
I have confirmed that to unlock the Police Interceptor is a glitch/bug. I heard some people unlock it and it was in Bonus section of the cars.
