S: Shanks, Aokiji, Luffy (unlocked gear 2 and 3), Zoro, Robin, Whitebeard, Lucci, Rampaging Chopper.

A-: Eneru, Vivi, Paulie, Nami
B+: Kaku, Bon Clay, Usopp

Reasons:
Shanks: Of course its not a surprise he's in S rank, with both prespectives in the anime and game, Shanks is one of the stronggest. No debate about that. With his insane hp as a boss and extremely painful attacks, Shanks easily gets S. In the anime he's a yonko, what else can I say about him? He is just strong .
Aokiji: Aokiji is was an Marine Admiral in the anime, was... and now a Blackbeard Pirate. All I can say, Is he's so f**cin OP.
Luffy (Gear 2 and 3)
During the water 7 Saga, Robin was basically "kidnaped" by The CP0 And luffy and his gang saves her. During the rescue, Luffy is confronted By th CP0 and Luffy is weaker and definitely die if there wasn'r such thing as PLOT ARMOUR and learns gear 2 and gear 3. Gear 2 increase speed and gear 3 increases Strength basically.
