you will need about 6 pokemon on level 30-35, or one pokemon at about level 50 to win...
makle sure you take lots of paralyze heals as clair will paralyze you often...
ice pokemon are recommended...

Or, just one level 40 Lapras with Ice Beam and have a couple of Full Heals. Also, a Pokemon that can paralyze for Kingdra.

well, you could teach lapras zap cannon if you some how have it, but i doubt it, so a magnimite might do best (or raikou if your lucky)

on fridays in union cave, travel across a small water patch and thne battle a few trainers, and youll see a lapras in the water...
