It's a part of the Darkrai event. You can only get into it if you have a 'Member Card' which you get through an event, sadly. Then you go in, go to sleep and appear on Fullmoon Island, where Darkrai resides. You have to catch it or kill it to leave the island.
I never go to events... not fair... I want Darkrai even though it's utterly petrifying.

Darkrai's body is in the shape of an hour glass. It's awesome because of it's Special Ability plus the move Dark Void.

you have to have done the cresselia event with the boy and the lunar wing,then the house will be unlocked for you to go in.
Almost an 8 year member! beat that

^ Yup, I forgot that bit. Get Cresselia off Fullmoon Island and running about before you go into the Harbor Inn.

You have to go in the house near the boat that sails away to Iron Island, and you'll see that the mentally insane kid who can't keep still has fallen dead- I mean ill.
Then you have to go out to the dock and sail to Fullmoon Island with the sailor guy. It's a lovely place. It really is. I'd camp there if I could. Go into the forest bit and click on Cresselia and it'll disappear. Pick up the Lunar Wing on the floor and take it back to the kid. Once you give it to him, he'll wake up. They don't give you anything in return. How rude! HRRRGRRR... *Eats*
Then track Cressy down and catch it (not with the Masterball, because Cressy is easy).

Not to worry everyone, to open the Harbour Inn door, probably the easy way. You need to have an Action Replay, now I'm not sure entirely what you do with the Action Replay (you will probably find a code for it online). But if you do then once you get to Harbour Inn go to the mart there and walk in. As you are doing so, when the screen goes black, hold down B. Once you enter a man should walk up to you and give you a key to Harbour Inn. This DOES work and I hope it helps!
