how do you get a blissy?

you have to either have to get an AR/GS or you have to trade him from firered/leafgreen

Blissey evolves from Chansey under conditions of happiness. Chansey can only be found in FR/LG; therefore, Arbiter is right and you'll need to find an owner of FR/LG with a Chansey. And for the record, those can be found in Cerulean Cave or Route 46

Edited: You will have to have unlocked the 4,5,6, and seven islands by getting the rainbow pass to evolve it or trade the pokemon over to Emerald, ruby or sapphire.

catch chansey in the safari zone on FR/LG and make the chansey happy. it will evolve when it is full on happiness into blissey. people with these problems should just go to www.serebii.net and look at the pokedex o_O;;

By the way, Blissey learns moves as well, so you don't have to work your tail off getting it to level 57 to learn Double-Edge if you're that obsessed. Aside, check this out:

17: Doubleslap
23: Minimize
29: Sing
35: Egg Bomb
41: Defense Curl
49: Light Screen
57: Double-Edge

Blissey's level-up moves:

S: Pound
4: Growl
7: Tail Qhip
10: Softboiled
13: Doubleslap
18: Minimize
23: Sing
28: Egg Bomb
33: Defense Curl
40: Light Screen
47: Double-Edge

There we go... Not only does Blissey have better base stats, it learns moves quicker too! Please note that I have typed here the 2nd generation Bliss moves, not 3rd! lol

BTW MP Sniper, you may have been referring to Pokemon R/B/Y, but in FR/LG it's not possible. You can only get it in the Safari Zone, as SM acclaimed.

Blissey is very easy to get if you know how.
Catch a Chansey at Safari Zone in Fire Red or Leaf Green and trade it to Emerald, give her/him as much things as you can, like Protein, Carbos, Zinc, Calcium, Iron and let her/him hold Soothe Bell, It will be very easy to make her/him like you if you make those things.
And don't give her/him Energy Root and these items that you can buy at Lavaridge Town because they aren't good for a pokemon.

That's all correct. But Chansey/Blissey only come as females, for future reference...
