HELP!

so I think I may have screwed myself, I am on the islands ( 1 island 2 island etc.) and I went and got the HM strength, but I never got around to going to the gym and getting the badge that lets me use it out of battle, and I need to use it for Mt. Ember, and I'm not sure, but don't I need to clear mt ember to get off those islands, because bill just keeps telling me to stroll a bit longer and he's already fixed the problem with the PC's, and I can't fly off of the island or take the boat, and I can't use surf to get out either.
please help! I'm stuck

I just found it what the problem was, it was a really stupid and small thing, so small I would never have even thought about it
