best pokemon huh....well non legendary would have to be lapras ,,,high defense can learn grass,electric,water,and ice moves
legendary would have to be mew ,,,can learn any move high stats and can take down mewtwo(plus hes the original)

There is no best Pokemon.It just depends on what you think.Mine,would be Mew,though.It can learn any move,and it's pretty strong.That's why I have one in all of my Pokemon games(Blue,Red,Silver,Gold,Ruby,and Fire Red)

latios- the best, end of story. with soul dew(item), and calm mind, its pawns. it can kill anything except blissey in one hit with psychic, or dragon claw(after 3 calm minds). it could EASILY beat mew. mew's stats arent that great either.

well... if ya wana get technical...
deoxys is THE MOST FULL OF SHET 00ber *it knows all the best stat boosters as well as the most fuked up moves... imagine a shuckle that hits like a tyranitar ... !!!!!!! or a rayquaza that feels like a registeel... !!!!!!*
and, best non ledgendary in my opinion would be Slaking, since it has oober stats... although it has Truant... its stats can stil make him take the attacks... it has decent HP and defensive capabilities to hold off attacks too =D and nothing's stronger than a slaking's hyper beam (imagine if slaking had guts as an ability... then it's bs a BS pokemon too)
but~~~ MY favourite is shedinja~~~~ coz of wonder guard~~~ even though it's extremeli weak in terms of stats, as long the opponents have none of its weakness (fat chance) it can rape the whole team =D but it does need ninjask to make it powerful... it needs to be dodgy and fast ... let ninjask bp speed/DT and shedinja can just read/cut away XD XD XD after you've finished the pp of reader you can ohko opponents XD i did this to a full oober team once XD too bad groudon never hit me XD and too bad mewtwo and ray died before they could hit me XD

hmm...the best pokemon is mewtwo in my opinion (though again, this is only judging from the first 251 pokemon...), mew may be good and can learn any move, the problem is that those moves must be tms or hms and recover is not one of them so thats why mewtwo ends up better, lugia and ho-oh have good sp.defences (as good as mewtwos sp.attack) but they are not very strong, the best pokemon that is not a legendary really depends on what moves you teach your pokemon, blissey is good with softboiled but an earthquake would finish it off, tyranitar is good until machamp comes along, lapras is good until thunder bolt sends it sinking (and quite a few pokemon can learn thunder blot)...in conclusion, all pokemon are good, its just all about types and moves, you could send in adragonite vs pichu and pichu could be the victor...

so thats why i said get the gems mah~ you're missing out so much, i mean just the 2 pokes i've listed up there can totali wipe the floor with mewtwo and it's basic movesets... well maybe not shedinja if you decide to let mewtwo know flamethrower, but slaking... ahahaha wtf can mewtwo do to that thing...
... and the pokemon you've mentioned aren't exactli good n e wai...
