How do I get it to evolve?! I have beefed it up with vitamins, and I gave it the little bell that makes it friendly. Am I doing anything wrong??

You need to max out the Beauty but not all the way. At least 85% Beauty. I got a Milotic from doing that and it was level 3 when I did it.

well, just feed feebas with any kind of pokeblock that rises beauty until it can't eat anymore. then level it up. I think there are no pokeblocks in fire red, you'll have to trade feebas to ruby, sapphire or emerald, or migrate it to D/P in order to evolve it.

It's the only pokemon that does that. It's hard to do this too, I had to get someone else to do it for me I think.
