i say lugia because he looks cooler than ho-oh and i think nintendo intending on lugia being cooler because they made a movie out of him and not out of ho-oh!!!

Ho-oh + Aerodactly = Very dead Ho-oh
Ho-oh + Garchomp = Very dead Ho-oh
Both Garchomp and Aerodactly are fast and have become increasingly popular, and could rape Ho-oh. Big-time. Ho-oh's just not as appealing as he used to be, I'd definitely go with Lugia.
